We're getting a lot of "All APIs +Device, normal Fraud API calls for deposits and withdrawals", but not many "Email+Fraud API+Device". Why is that?

Check that the IPs have the right requests and that they aren't missing. If the IP module isn't activated, the majority of calls will fall into the first category.
